Description
This Strategy for Technical Cooperation with Barbados and the Eastern Caribbean Countries reflects a medium-term vision of the work that the Pan American Health Organization [PAHO/ WHO] and the other levels of the World Health Organization will jointly undertake with the seven countries under the jurisdiction of the PWR-ECC during the period, 2018- 2024. These countries are namely - Antigua and Barbuda, Barbados, Dominica, Grenada, . St. Kitts and Nevis, St. Lucia and St. Vincent and the Grenadines. This is the second such multi-country cooperation framework with these small island states. While the first strategy focused mainly on the establishment of the structures which PAHO/WHO and the Member States had agreed on to better facilitate technical cooperation, this second strategy was developed on the basis of a health situational MESSAGE FROM THE DIRECTOR OF PAHO analysis together with consultations with senior technical officers from the Ministries of Health in the respective countries, with a view to identifying joint health priorities to be addressed in a targeted manner. I am happy to note that in the development of this strategic document, due consideration was given to existing national, sub-regional and global frameworks.

Item PAHO/WHO Country Cooperation: Belize 2017-2021(PAHO, 2017)The Pan American Health Organization/World Health Organization (PAHO/WHO) provides technical cooperation through the PAHO/WHO Country Office in Belize. The Country Cooperation Strategy outlines the medium-term vision that will guide PAHO/WHO’s work Belize in support of the country’s National Health Sector Strategic Plan 2014-2024. PAHO/WHO works with the MOH (as its main counterpart) and other partners to strengthen health sector capacity and advance priority programs. The priorities of the CCS are also aligned to the PAHO Strategic Plan 2014-2019 (HSSP), “Championing Health: Sustainable Development and Equity” and to the health and health-related Sustainable Development Goals (SDGs) and encouraging greater multisectoral collaboration in the country. PAHO is committed to ensuring that all people have access to the health care they need, when they need it, with quality and without fear of falling into poverty. Through its work, PAHO promotes the concepts of Universal Health and Health in All Policies (HiAP). This five (5) year CCS builds on the achievements of the 2008-2011 CCS and the technical cooperation provided by the PAHO HQ and the Country Office since 2011. The development process was participatory involving all levels of PAHO and a wide range of stakeholders at the national level. It used a results-based management framework approach to clearly identify results at each level, the relationship between planning and accountability and the respective responsibilities of Belize, PAHO and other relevant agencies. The (Country Coperation Strategy) CCS’ Strategic Agenda lays out the Strategic Priorities (SPs) and Focus Areas (FAs) for PAHO’s Technical Cooperation with its member countries. The SPs constitute the medium-term priorities for PAHO/ WHO’s cooperation with Belize, on which the Organization will concentrate the majority of its resources over the CCS cycle. The CCS FAs are the “what”, reflecting the expected achievements required to realize the strategic priority. Each focus area should link directly with at least a HSSP priority, a PAHO Strategic Plan outcome, indirectly with a health or health-related SDG target and the development priorities of the UN MSDF for the Caribbean. Based on the findings of the recently completed Health in Americas 2017 Chapter for Belize, consultations with senior technical officers from the Ministry of Health and considering national, subregional and global frameworks as well as the PAHO Strategic Plan 2014-2019, four (4) SPs were identified for the focus of PAHO’s technical cooperation for the 2017-2021 Country Cooperation Strategy.Item PAHO/WHO Country Cooperation: Republic of Suriname 2023-2025(PAHO, 2023)The PAHO/WHO Country Cooperation Strategy (CCS) for Suriname provides a clear understanding of the medium-term vision that will guide the implementation of the PAHO/WHO’s technical cooperation at the national level. Through this three-year CCS for Suriname, PAHO/WHO will continue to support national health policies, strategies and plans while working and collaborating with other United Nations (UN) and development partners to advance universal health and sustainable development. The Pan American Health Organization (PAHO), the Regional Office for the Americas for the World Health Organization (WHO) provides the overall programme of work and development framework for the countries, based on the PAHO Strategic Plan 2020-2025. The CCS is aligned with the national health priorities, the national development agenda, the PAHO Strategic Plan 2020-2025, the United Nation’s Multi-Country Sustainable Development Cooperation Framework for the Dutch and English-speaking Caribbean 2022-2026 (UNMSDCF 2022-2026) and the Sustainable Health Agenda for the Americas (SHAA2030).Item PAHO/WHO Country Cooperation: Jamaica 2017-2022(PAHO, 2017)[Foreword - Dr. Carissa F. "The Pan American Health Organization and the World Health Organization (PAHO/WHO) have always played an important role in supporting the development and implementation of health policies, strategies and plans that are geared towards improving the health outcomes of persons living in Jamaica. It is within this context that PAHO/WHO has developed this 2017-2022 Country Cooperation Strategy (CCS) for Jamaica. The CCS outlines the medium-term vision that will guide PAHO/WHO’s technical cooperation with Jamaica in support of its national health priorities over the next five years. Through this five-year strategy, PAHO/WHO will also continue to work and collaborate with other United Nations and development partners to achieve universal health and the Sustainable Development Goals. Jamaica has made many advances in health care and continues to play a significant role in advancing the health agenda in the Caribbean. Despite these advances however, the Ministry of Health continue to face challenges as it strives to build a healthcare system that delivers universal health to all. Some of these challenges include: new and emerging diseases such as Chikungunya and Zika, the increase in noncommunicable diseases and their related risk factors, and the impact of violence and injuries on the health of citizens of Jamaica. Jamaica’s commitment to health is demonstrated in its National Development Agenda - Vision 2030, where “A healthy and stable population” has been identified as the first outcome under the National Goal “Jamaicans are empowered to achieve their fullest potential.” This outcome is also supported by the Ministry of Health’s vision of “Healthy People, Healthy Environment.” This new 2017-2022 CCS supports these commitments and was developed using a participatory, results-based approach that involved national counterparts and stakeholders from across several sectors. It builds on previous achievements and is aligned with key global and regional development and health agendas including the PAHO Strategic Plan 2014-2019, ‘Championing Health: Sustainable Development and Equity’, the Sustainable Development Goals (SDGs), Universal Health, Health in All Polices, the Caribbean United Nations Multi-Country Sustainable Development Framework 2017-2021, and the Caribbean Cooperation in Health IV or V. PAHO/WHO seeks to implement this 2017-2022 CCS in partnership with the Ministry of Health. We hope to further deliver on our commitment to sustainable development, health equity and universal health in support of the health and well-being of the people of Jamaica".Item PAHO/WHO Country Cooperation: Guyana 2023-2027(PAHO, 2023)The Country Cooperation Strategy (CCS) for Guyana covering the period 2023 to 2027 provides the medium-term vision that will guide the implementation of Pan American Health Organization’s technical cooperation at the national level. The development of the CCS was based on a consultative and participatory process with strong commitment and support from the Ministry of Health. The strategic agenda of the CCS outlines five Strategic Priorities and associated Focus Areas where PAHO/WHO will focus its technical cooperation over the period 2023 to 2027. Each Focus Area is linked to the Strategic Priorities of the Guyana Health Vision 2030, the outcomes of the PAHO Strategic Plan 2020-2025, the Sustainable Development Goals (SDGs) and the outcomes of the United Nations Multi-Country Sustainable Development Cooperation Framework 2022-2026.
