Item Las Conferencias de Ingeniería Sanitaria en Río de Janeiro y Caracas(s.d.)The holding of Inter-American Regional Conferences or Institutes on Sanitary Engineering was recommended for the first time at the XI Pan American Sanitary Conference held in Rio de Janeiro, September 1942. Owing to the war the holding of the first meeting was delayed. In 1946, through the initiative of the Pan American Committee on Sanitary Engineering, under the Chairmanship of Dr. Abel Wolman, and the excellent cooperation of all the countries concerned and many institutions, including the U.S. Public Health Service, and the American Water and Sewage Works Manufacturers Association, and several others, this plan was carried out. With the assistance of the National Health Authorities of Brazil and Venezuela, the cities of Rio de Janeiro and Caracas were chosen for the first meetings. Mr. Edmund G. Wagner, Sanitary Engineer of the Institute of Inter-American Affairs, for the greater part, was in charge of details and preparations for both of these conferences, and was aided by a committee composed of Messrs. Clarence I. Sterling, Jr., of the Institute of Inter-American Affairs, Lawrence M. Fisher, of the U.S. Public Health Service, and Donald L. Snow, of the Pan American Sanitary Bureau
