Item Strengthening of regulatory systems for medicines in the Americas(2016)Health regulation is regarded as one of public health’s basic functions. Effective regulation of medicines promotes and protects the public’s health by guaranteeing medicines quality, safety, and efficacy; promoting the adequate manufacture, storage, and distribution of medicines; facilitating the fight against substandard, spurious, falsely labeled, falsified, or counterfeit medical products; providing the necessary information to health professionals and patients so they can use medicines rationally; and ensuring that access to medicines is not hindered by inefficient regulatory frameworks. Developing a strong national regulatory system is, therefore, a critical component of a national health system. In this context, we are pleased to present the first ever special issue of the Pan American Journal of Public Health to focus on strengthening of regulatory systems for medicines and other technologies. This special issue is an expression of the resolve of the governments of the Americas in implementing the Pan American Health Organization Directing Council Resolution CD50.R9 (2010) “Strengthening National Regulatory Authorities for Medicines and Biologicals,” and more recently of the Member States of the World Health Organization in the adoption of resolution WHA67.20 (2014), “Regulatory system strengthening for medical products.”...The journal brings together articles from regulatory experts within the Region of the Americas as well as from global experts, who bring an array of experiences to the fore. They present the essential underpinning of science and regulation that bring life-saving and innovative products to the marketplace; analysis of key contributions from international fora and public-private coalitions that can add to regulatory science and the development of good regulatory practices; and the ever-evolving challenges that regulators face to build inter-linked and convergent regulatory systems within the context of limited capacity, human and financial resources, nationally and globally.Item Primary Health Care-Based Health systems: Strategies for the Development of Primary Health Care Team(PAHO, 2009)Primary health care (PHC) is recognized as a key component of health systems. Evidence of the impact of PHC on the health and development of the population supports this assertion. Moreover, the experience acquired in developed and developing countries has demonstrated that PHC can be adapted to diff erent political, social, and cultural contexts. The demographic, social and epidemiological changes that have occurred since the Alma-Ata Conference entail the need for an in-depth review of the PHC strategy so that it can respond to the health and development needs of the world population. PAHO’s proposal for the renewal of PHC is based on Resolution CD44.R6,1 of September 2003, which invited Member States to adopt a series of recommendations to strengthen PHC. The Resolution also urged PAHO to: consider the principles of PHC in technical cooperation activities, particularly those related to the MDGs; evaluate diff erent PHC-based systems and identify and disseminate good practices; propose a strategy for training health workers on PHC; and support PHC models at the local level. In response to this mandate, in May 2004, PAHO/WHO established a working group (WG) to make suggestions on future strategic and programmatic orientations on PHC. This process was directed by the offi ce of the Assistant Director (AD) and coordinated by the Health Services Organization Unit of the Technology and Health Services Delivery Area (THS/OS). The fi rst objective of the WG was to prepare the PHC position paper based on the legacy of Alma-Ata, the lessons learned in PHC, and the experience acquired in the reform processes. The position paper benefi ted from comments and suggestions by experts from within and outside the Region. In July 2005, the Regional Consultation was held in Montevideo, Uruguay, with the participation of representatives from 30 countries, who prepared the draft of the Regional Declaration on PHC. Regional Technical Consultation on Working Document. Virtual Meeting, 16–17 March 2021(PAHO, 2021)The Pan American Health Organization (PAHO) held its regional technical consultation on the working document for development of the action plan (2022–2030) for effective implementation of the global strategy to reduce the harmful use of alcohol on 16 and 17 March 2021. The objectives of this consultation were to: discuss the working document, and provide feedback on its content; provide recommendations for the content of the first draft of the action plan, reflecting the regional needs and priorities for accelerating action to reduce the harmful use of alcohol; strengthen, as appropriate, the regional networks of technical counterparts in WHO Member States who are responsible for the development and implementation of alcohol policies and action plans at the national level; and discuss selected technical issues related to the available regional data and impact of COVID-19 on actions to reduce the harmful use of alcohol. This document is a summary of the discussions held during the regional technical consultation.
