Description
This report presents the results of a regional assessment of the status of school health and the health-promoting schools (HPS) approach conducted jointly by PAHO, UNESCO, UNICEF, and the World Bank during 2018–2019. The objectives of the assessment were to: 1) assess the context and broader policy environment of school health in the Latin America and Caribbean (LAC) region, including legislative frameworks; 2) identify the scope and form of school health programs and services available in the region, as well as opportunities for improvement, and 3) enable countries to share with each other their best practices and the lessons learned in developing and implementing school health policies, programs, and services. The assessment results also serve as a regional baseline for the initiative, launched in 2019 by the World Health Organization (WHO) and UNESCO, to make every school a health-promoting school. The results of this assessment are expected to contribute to strengthening the HPS approach in the LAC region on subnational, national, and regional levels, and to help accelerate progress toward achieving the SDGs for all children and adolescents in the region. This assessment was conducted before the COVID-19 pandemic. Its impact has underlined the prominent role and multiple benefits of schools as an environment for equitable protection and promotion of the health and well-being of children and adolescents during the pandemic and in the recovery phase.

Item Food, nutrition, and physical activity initiatives in schools in the Americas(2025-07-08)The rise in overweight and obesity worldwide and particularly in the Americas is having physical and psychological health impacts during childhood, adolescence, and adulthood. Childhood obesity can also contribute to behavioral and emotional problems, lead to stigmatization and poor socialization, and lower children’s educational attainment. To halt the rise of the obesity epidemic, the countries of the Region of the Americas approved a five-year Plan of Action for the Prevention of Obesity in Children and Adolescents. One of the five strategic lines of action of the plan is to improve school nutrition and physical activity environments. School policies and programs represent a key opportunity to advance sustainable development, address all forms of malnutrition, promote comprehensive health in schools and in the community, and realize the basic and fundamental rights of school-age children. This report presents a regional compilation of food, nutrition, and physical activity initiatives in schools as creators of sustainable environments for children and adolescents, who are the future generation. This publication is primarily intended for a technical audience working in ministries and organizations related to health, education, food, nutrition, and physical activity. The hope is also that it will generate interest among researchers, technical advisors, and school staff to work hand in hand with nongovernmental and international organizations toward the development and implementation of public policies that benefit children and adolescents.Item Making every school in the Region of the Americas a health-promoting school: Implementation guide for educational institutions(PAHO, 2024-12-11)Schools conduct numerous activities daily that help promote the health and well-being of students, families and communities. There is clear evidence of the benefits of the health-promoting schools (HPS) approach, which is to improve the educational community's comprehensive health outcomes (physical, mental, and social) and to obtain better learning results. The term health-promoting school is used here to refer to institutions at all levels of schooling (pre-school, primary, and secondary) that take a comprehensive approach to promoting health and school performance in their communities, using the organizational potential of schools to promote physical, socioemotional, and psychological wellness, all of which will contribute to better health and positive educational outcomes. It is expected that this guide will contribute to both the staff of educational establishments and health personnel and other personnel related to schools, reinforcing their motivation, recognizing each of the initiative's components and promoting its application, adapted and recreated according to the characteristics of the respective contexts. The guide introduces the conceptual and operational bases of the Health Promoting Schools initiative, encouraging the motivation of the teams that coordinate its implementation and provides conceptual and methodological tools that allow for promoting the Health Promoting School initiative in a critical and contextualized manner. This guide will be useful for all personnel working in educational institutions at the initial, primary and secondary levels, including management, teaching, school psychology and auxiliary and administrative personnel. It will also serve professionals from different sectors (education, health and social development) whose activities are linked to health and well-being in educational institutions at the three levels.Item Global School-based Student Health Survey (GSHS): The PAHO/WHO tool for surveillance of health behaviors and protective factors among adolescents(PAHO, 2025-11-18)The Pan American Health Organization/World Health Organization (PAHO/WHO) provides technical support to countries in the Americas Region to strengthen their noncommunicable disease (NCD) surveillance system and produce, analyze and disseminate information related to NCDs and risk factors. The Global School-based Student Health Survey (GSHS) produces data for adolescents on behavioral risk factors and protective factors related to the leading causes of morbidity and mortality among children and adults worldwide. It covers 10 key topics and uses a standard school-based methodology. The GSHS has been implemented in 36 countries and territories in the Region of the Americas. The GSHS helps countries develop priorities, establish programs, and advocate for resources for school health and youth health programs and policies; establishes trends in the prevalence of health behaviors and protective factors by country for use in evaluating school health and youth health promotion; and builds and strengthens countries' capacity to conduct surveillance. It also captures indicators for adolescents outlined in the NCD Global Monitoring Framework. This factsheet presents an overview of the GSHS, country data on key health behaviors, and protective factors for adolescents from 13 to 17 years old.Item Respuesta con enfoque de derechos de la niñez frente a la pandemia por COVID-19 en Chile, Colombia y Perú(2021)[RESUMEN]. Objetivo. Describir las estrategias que fueron establecidas por Chile, Colombia y Perú durante el primer año de la pandemia por COVID-19 y compararlas desde el enfoque de derechos de la niñez. Métodos. Se realizó un estudio cualitativo de análisis comparado de políticas públicas, tomando como eje siete categorías construidas por el Capítulo Latinoamericano de la International-Society-for-Social-Pediatrics-and-Child-Health a partir de la Convención de Derechos de la Niñez (CDN). La selección de los documentos de los países se realizó por conveniencia y su análisis en diálogos deliberativos. Resultados. Se revisaron 173 documentos de los tres países. Destaca como convergencia la priorización de la prevención de la transmisión comunitaria del virus, por sobre la promoción del ejercicio de derechos de la niñez, la falta de participación de niños, niñas y adolescentes (NNA) en el proceso de elaboración de las políticas públicas, y la falta de avance en el reconocimiento y protección del ejercicio de todos sus derechos. No hubo mayores divergencias más allá de brechas de desigualdad identificadas con base a la realidad de cada país. Conclusión. La pandemia ha afectado el funcionamiento de los sistemas económicos, sociales, de salud, educación, medioambiente y gobernanza de estos tres países. Si bien este estudio muestra un avance en la inclusión del enfoque de derechos de NNA en las políticas formuladas, su comprensión como sujetos sociales y políticos titulares de derecho podría permitir la construcción de alternativas colectivas que garanticen la salud y el bienestar para todas las personas en el curso de vida.Item Ambiente alimentar e excesso de peso em escolares: uma revisão sistemática sul-americana(2022)[RESUMO]. Objetivo. Identificar e compilar os achados de estudos observacionais que analisaram a relação de fatores do ambiente alimentar escolar e individuais de consumo na escola com excesso de peso em escolares da América do Sul no período de 2011 a 2021. Métodos. A pesquisa foi realizada em cinco bases de dados (PubMed, Web of Science, SciELO, Scopus e LILACS) e no Google Scholar, além de consulta a especialistas. Foram selecionados estudos observacionais com escolares de 5 a 19 anos, realizados na América do Sul, que usaram medidas objetivas para avaliar excesso de peso, como o índice de massa corporal (Organização Mundial da Saúde e/ou International Obe- sity Task Force), em associação a fatores do ambiente alimentar escolar e individuais de consumo na escola. O protocolo foi registrado na plataforma PROSPERO (CRD42020212383). Resultados. Dos 906 registros identificados, 13 estudos transversais (um da Argentina, um do Equador e 11 do Brasil) foram incluídos na revisão. As prevalências variaram de 7,5% a 32,5% para sobrepeso e 1,7% a 28,0% para obesidade. Fatores do ambiente alimentar escolar, dos domínios político e físico (como educação alimentar e nutricional insatisfatória e indisponibilidade de refeições preparadas na escola) se associaram com maiores prevalências de excesso de peso. Fatores individuais relacionados à adesão ao programa de alimentação escolar (como consumo da alimentação oferecida pela escola ao invés de lanche trazido de casa) se associaram a menores prevalências de excesso de peso. Conclusões. São escassos os estudos sul-americanos enfocando a associação entre fatores do ambiente alimentar escolar e/ou individuais e excesso de peso em escolares. As evidências restritas a contextos locais ou regionais incentivam novos estudos de abrangência nacional.
